What is PSS?

The Progressive Safe System (PSS) represents an evolution of the Direct Vision Standard (DVS), focusing on enhancing vehicle safety for those rated 0, 1, or 2 stars. Set to be enforced starting 28th October 2024, PSS mandates additional safety equipment to improve visibility and awareness of vulnerable road users (VRUs) around heavy goods vehicles (HGVs) operating in London. This initiative aims to significantly reduce road traffic incidents involving HGVs and VRUs by ensuring vehicles have the necessary technology to detect and alert drivers about the presence of VRUs in their vicinity.

PSS is not just about compliance; it’s a commitment to road safety, ensuring every vehicle entering London is equipped to protect all road users. By incorporating advanced safety technologies, such as camera monitoring systems (CMS) and audible warning systems, PSS sets a new standard in vehicle safety, aligning with the Mayor of London’s Vision Zero plan to eliminate all road deaths and serious injuries by 2041.

Who does PSS affect?

0, 1 and 2 star rated vehicles

What if you have 3, 4 or 5 star rated vehicles?
You can apply for your permit without requiring additional equipment. There are direct links from the PSS to FORS Silver and Gold requirements. If you would like more information on this please contact us.

When does PSS get enforced?
Until 27th October 2024, the minimum DVS rating to operate in London is 1 star, this will increase to 3 stars from 28th October 2024.

You can now apply for a grace period from TfL which will give you until 4th May to get your installation complete and permit applied for. We can help you with the required documentation.

Camera Monitoring System (CMS)

A fully operational CMS must be fitted to the nearside of the vehicle, to eliminate any remaining blind spots along the nearside regardless of whether there are mirrors fitted. Operators are required to ensure all equipment is fully operational - this is achieved via the Fastview360 Portal.

Moving Off Information System (MOIS)

The MOIS should be installed at the vehicle's front, providing escalating visual and audible warnings to alert drivers of nearby vulnerable road users, in line with PSS technical specifications.

Blind Spot Information System

This system alerts drivers to vulnerable road users on the vehicle's nearside, offering extensive coverage that exceeds PSS standard regulations by more than 10 metres, ensuring a safer operational environment.

Class V and VI Mirrors

Vehicles must be equipped with Class V and VI mirrors or an equivalent camera monitoring system—or a combination of both—to meet UNECE Regulation 46 standards, enhancing direct vision around the vehicle.

Audible Warning System

An audible warning system is required to signal vulnerable road users when the vehicle is turning, with specific adaptations for left-hand drive vehicles indicating right turns, ensuring safety across varying road conditions.

Pictoral Warning Stickers

Alongside a Direct Vision Standard for London, Transport for London are working with other European cities and the European Union to push for long-term improvements by mandating direct vision in EU vehicle design and safety regulations.

Sideguards

Fitted to both sides of the vehicle, side under-run protection is mandatory unless impractical, aligning with UNECE Regulation 73 to offer enhanced lateral protection.
