The Progressive Safe System (PSS) builds upon the Direct Vision Standard (DVS), introducing upgraded safety measures for heavy goods vehicles (HGVs) with a 0, 1, or 2-star safety rating. Taking effect on 28th October 2024, this system requires additional equipment designed to boost driver visibility and detect vulnerable road users (VRUs) in close proximity, particularly in London’s busy streets.
More than just a regulatory requirement, the progressive safe system reinforces a broader goal of enhancing road safety for everyone. By integrating technologies like camera monitoring systems and audible alerts, it supports the Mayor of London’s Vision Zero initiative — striving to eliminate all severe traffic injuries and fatalities by 2041. With these standards in place, the system aims to significantly reduce HGV-related incidents by increasing driver awareness and responsiveness.
Who does PSS affect?
0, 1 and 2 star rated vehicles
What if you have 3, 4 or 5 star rated vehicles?
You can apply for your permit without requiring additional equipment. There are direct links from the PSS to FORS Silver and Gold requirements. If you would like more information on this please contact us.
When does PSS get enforced?
Until 27th October 2024, the minimum DVS rating to operate in London is 1 star, this will increase to 3 stars from 28th October 2024.
You can now apply for a grace period from TfL which will give you until 4th May to get your installation complete and permit applied for. We can help you with the required documentation.

The Progressive Safe System (PSS) is an enhanced safety regulation evolving from the Direct Vision Standard (DVS). It focuses on improving vehicle safety for heavy goods vehicles (HGVs) rated 0, 1, or 2 stars by mandating additional safety equipment to better protect vulnerable road users (VRUs).
The main goal of the Progressive Safe System is to reduce road traffic incidents involving HGVs and vulnerable road users by ensuring vehicles are equipped with advanced safety technologies that improve visibility and driver awareness.
